The Shadow Empire Defined

The Shadow Empire is a metaphysical empire existing in the world today. It's purpose is to unify the scattered tribes of the night under one banner to amplify their strength and insure security. It is called 'Shadow' because while it has boundaries they do not appear on any map and in fact could be said to only exist in those places where mortal man never looks and is indeed afraid to look. The shadows. This Empire is not a trivial thing, it is a grand design, incepted by the current Emperor, Xian Li Loong. The Emperor hopes that in the fullness of time all beings whether they be Were, or Vampire, Wizard or Specter will come to realise that only through unification will their future be assured in the rapidly changing world of modern mortal man. The monsters of the past will be forever safe in the shadows of the Empire's structure and vigilance.
The general laws of the Empire were created in Paris by the Emperor during his reign there as Prince. The 'Lextalionis' or 'work of the law', is still the foundation the Shadow Empire's strength. Based on time tested traditions, it will be familiar to the ley reader and the flag of the French Provinces can also be found there.
the Imperial palace is located within the , Palace Imperial. in the Forbidden City. The Emperor, Xian, sees the City as the epitome of the dream of the Empire. A place where all the tribes are free to be, simply be, what they are.

The Structure of the Government
In descending order the Stations of the Crown are as follows:
All titles confer the requisite status and respect to those who hold them
and all citizens are expected to honor such titled personages. Periphery and
Honorary Titles are also listed and although no official position or power
is attached to these titles proper decorum, protocol and respect is deserved
and expected when addressing holders of said Honors.
Emperor -self explanatory as held by the dynasty of Loong. (see proclamations
below). On par with the status of the Emperor is the Imperial Consort position,
given to the Emperor's chosen companion. This lifetime position bestows the
name of Loong upon the chosen one. In most cases of Empire policy the Imperial
Consort will bow to the decision of the Emperor as the supreme ruling firgure
in the Empire.
Dauphin - The heir designate of the Emperor.
**There is an entire body of state ministers directly under
the Emperor that administers to the Empire, this body of beings is unofficially
known as the "Shadow Cabinet".**
Prince du Sang - being of the blood or granted the rights
of a member of the family of Loong. The titled ruler of a city or domain as
defined within the empire.
The highest titled position in a given Domain.
Principal Minister - The Prince's second, also known as Seneschal or Vizier.
Second highest titled position in the Domain. The Principal Minister also
oversees the next tier of the structure and takes reports from that tier.
Crown Prince Heir, or Dauphin - A Periphery Title that falls on the same level
and represents the designated heir to the throne. (See Proclamation Concerning
the Monarchy below)
Ministers of State - The Third tier whose business is overseen by the Principle Minister, as indicated above. The Minster's, of which there are currently 3, conduct the day to day business of the Empire and it's environs as directed by the Crown and the Principal Minister. Each Minister has an area of specialty over which he has complete authority under the Law and the Crown as mentioned above. Noble titles include any and all titles granted by the Prince in honor of service or dedication to the Crown and its concerns.
Sheriff and Deputies - The Enforcers of the Law in any of the Crown domain.
Senator or Primogen - The representatives of the people. These positions are given or elected and represent the policy makers and speakers for the groups, tribes, clan and breeds of the citizens of the Shadow Empire as defined above. The Senate can pass motions or concerns on to the Crown as embodied by it's Ministers and the Prince to be approved by it and ordered into Law by majority voting procedures, though the Monarch retains all veto rights in accordance with it's authority and the well being of the entire State. Senators are granted this title and privilege regardless of their individual titles and honors and status in their individual domains and territories outside the boundaries explained above.
